Ibn Sina in Jubail is a petrochemical shutdown assignment. The plant comes down for a defined window. The work that is not finished in that window becomes a production loss. TSME’s role is to prepare, execute, and close out inside that window.
Preparation is the job. Materials, scaffolding, permits, and crew mix are set before the outage starts. During the shutdown, supervision is on the workface. Punch lists are closed while the plant is still down, not after it is asked to restart.
TSME treats Ibn Sina as it treats every turnaround: systems first, then manpower — so the outage holds.
